08-0366 Senior Learning Management Project Analyst

We are seeking a Senior Learning Management Project Analyst to join the staff at our Washington DC, Carneys Point New Jersey or Newark Delaware location. In this role, you will ensure the timely implementation and administration of HRIT Learning solutions that align to PHI's instructional strategy by effectively planning and administering PHI's Enterprise Learning System and/or Learning Portal as well as ensuring implementation of integrated learning solutions across PHI.

Requirements |
Required:
Bachelor's degree in Information Technology, Educational Technology or related field OR the equivalent combination of education, training and/or experience.
Experience demonstrating skill using and administering learning management software and tools (for example, adding users, maintaining records).
Experience demonstrating skill troubleshooting and resolving learning management system hardware and software problems (in routine and emergency production situations).
Experience demonstrating skill providing technical assistance and support to learning partners through administration, technical support, training, knowledge-sharing, and/or implementation of course material.
Experience demonstrating skill identifying customers' information technology needs, developing solutions and planning implementation strategies.
Experience demonstrating skill managing the integration of a learning management system with other systems such as employee self-service (ESS) and employee performance management systems (e.g., PAS).
Experience demonstrating skill writing functional requirements and specifications for upgrades to a learning management system and for integrating other technologies.
Experience demonstrating skill leading and managing IT projects to include:
*developing and maintaining a project plan and timelines, and;
*scoping resource requirements.
Experience demonstrating skill using PC-based word processing, presentation, spreadsheet, and email software.
Ability and willingness to work extended and non-standard hours as required.
Ability and willingness to travel to various PHI locations as required.
Must possess a valid driver's license.
Must successfully pass the Criminal History Records Check.
Preferred:
Master's degree in Information Technology, Education Technology or related field.
Professional in Human Resource (PHR) Certification.
Experience demonstrating skill using knowledge of adult learning principles, interactive training and learning design and e-learning design principles to design and develop learning solutions.
Experience demonstrating skill producing learning solutions in a variety of delivery mechanisms (for example, videotape presentations, computer-based (multimedia) training, Web pages, advanced graphics, audio, animation products, instructor-led training, blended learning).
Knowledge of the Instructional System Design model.
Experience demonstrating skill recommending new technologies to improve on-line instruction and learning.
Experience demonstrating skill monitoring and/or negotiating vendor contracts.
Experience demonstrating skill organizing, monitoring, and/or evaluating work performed by vendors or consultants.
Experience demonstrating skill using PC-based workflow software (for example, Visio) and/or project management software (for example, MS Project).
